The CSU boss is considered a corona hardliner among the country bosses. He relies on the “emergency brake”. If the incidence is above 100, loosening must therefore be turned back.
Bavaria’s Prime Minister is now facing headwind from within his own ranks. The district administrator from Traunstein (180,000 inhabitants, incidence over 140) has presented a paper. Title: “New Corona Opening System – Five Steps Out of the Pandemic”.
The key demands: vaccinate, open up, stop looking so much at the incidences! And the schedule is provided at the same time.
The district administrator of Traunstein is Siegfried Walch (36, CSU). It is a “concept of the district of Traunstein”, is in the draft (available from BILD).
BILD presents the Traunstein Plan:
By April 15, 70 percent of people in priority group 1 should be fully vaccinated. If this is achieved, the following easing will be possible:
► All schools and day-care centers open with general hygiene concepts.
► The retail trade opens. The following applies here: limitation of one customer per 20 square meters and an FFP2 mask requirement. Prior registration is NO longer required.
► Restaurants open their outdoor areas. Prerequisite: prior appointments and daily negative self-tests of the guests, but: tests only necessary if two households meet.
► Meetings with another household are possible without a limited number of people.
By May 1, 70 percent of people in priority group 2 should be fully vaccinated. If this is achieved, the following easing will be possible:
► The retail trade opens without any space restrictions. The FFP2 mask requirement remains.
► Restaurants open up their interiors. Prerequisites are prior appointments and daily negative self-tests of the guests if SEVERAL households meet.
► Open cultural and leisure facilities. The prerequisites here are hygiene concepts in the facilities, prior appointments and negative self-tests of the visitors that are updated daily.
► Hotels and accommodation establishments are opening up with hygiene concepts.
► Meetings with three other households are possible without a limited number of people.
By June 1, 70 percent of people in priority group 3 should be fully vaccinated. If this is achieved, the following easing will be possible:
► Events with up to 100 people are possible again. Hygiene concepts from the organizers are a prerequisite.
► ALL contact restrictions do not apply.
By July 1, vaccinations should be available for 70 percent of the total population. Means: the herd immunity has been achieved! Then nationwide restrictions end. The county government authorities can still respond to local outbreaks.
A vaccination offer should be available for the entire population by September 1st. The district administrative authorities’ ability to intervene will be reduced to the “normal” level.
Means: “The way out of the pandemic is done.”
